Không được lắp công tơ 2 chiều, điện mặt trời dư của nhiều hộ bị ‘nuốt’
Trong khi chờ ngành điện tính toán lại biểu giá điện, nhiều hộ dân đã tìm cách tự cứu bằng cách lắp đặt hệ thống điện mặt trời, thế nhưng việc này cũng không phải đơn giản.

Vấn đề chọn lựa sử dụng hệ thống điện mặt trời là nên dùng hệ thống điện độc lập hay điện hòa lưới. Nếu người tiêu dùng chọn cách hòa vào lưới điện nhà nước thì khi dùng quá công suất điện mặt trời sẽ có điện lưới bổ sung. Ngược lại, khi người dân dùng ít hơn công suất thì điện mặt trời sẽ trôi vào lưới, khi đó cần lắp thêm đồng hồ hai chiều để điện mặt trời trôi vào lưới thì đồng hồ sẽ chạy ngược, tính được phần điện thừa và có thể bán lại cho Nhà nước.
Theo Quyết định sửa đổi, bổ sung một số điều của Quyết định số 11/2017 của Thủ tướng Chính phủ về cơ chế khuyến khích phát triển các dự án điện mặt trời tại Việt Nam, các dự án điện mặt trời trên mái nhà được thực hiện cơ chế mua – bán điện theo chiều giao và chiều nhận riêng biệt của công tơ điện đo đếm hai chiều (đồng hồ hai chiều).
Ngoài ra, Thông tư số 16/2017/TT-BCT của Bộ Công thương cũng có quy định: Công ty điện lực tỉnh phối hợp với nhà đầu tư lắp đặt công tơ hai chiều và ghi nhận sản lượng điện tiêu thụ và sản lượng điện mặt trời sản xuất hằng tháng. Chi phí đầu tư công tơ hai chiều do công ty điện lực tỉnh chịu trách nhiệm chi trả. Như vậy, người dân nếu tự lắp hệ thống điện mặt trời, xài dư sẽ được nhà nước thu mua lại qua đồng hồ hai chiều do công ty điện lực tại địa phương lắp đặt miễn phí.
Lượng điện mặt trời dư của dân “trôi” đi đâu?
Thế nhưng, phản ánh của nhiều người dân tại tỉnh An Giang và Bình Thuận đến Báo Thanh Niên cho thấy, các đơn vị điện lực địa phương không lắp đặt công tơ điện hai chiều cho họ, khiến lượng điện mặt trời dư của họ bị “trôi” mất. Một số hộ dân ở An Giang cho hay, gia đình bỏ chi phí 60 – 145 triệu đồng để trang bị hệ thống điện mặt trời, khi sử dụng còn thừa thì bị điện lưới “nuốt” do điện lực địa phương chưa chịu lắp đồng hồ hai chiều vì… chưa có, người dân hỏi, điện lực tại đây trả lời phải chờ.
Theo số liệu từ trang web Tổng công ty điện lực miền Nam (EVN SPC) thì tính đến 31.1.2019 đã có 740 khách hàng lắp đặt điện mặt trời áp mái tại 21 tỉnh, thành với tổng công suất 11.618 kWp. Riêng tại TP.HCM, số liệu từ Tổng công ty điện lực TP.HCM (EVN HCMC) cho biết hiện có 1.432 công trình điện mặt trời áp mái đã kết nối với điện lưới thành phố với tổng công suất 17,46 MWp.
Trong khi Chính phủ, Bộ Công thương và ngành điện có chủ trương khuyến khích phát triển điện mặt trời, hỗ trợ người dân tự phát triển hệ thống điện độc lập và thu mua lại lượng điện thừa bằng hình thức hỗ trợ gắn công tơ điện hai chiều. Thế nhưng, chủ trương này khi được đưa về các địa phương thì không đồng bộ, nơi gắn nơi không, tạo sự không sòng phẳng đối với người dân tự đầu tư hệ thống điện mặt trời. Trong khi hóa đơn tiền điện mỗi tháng gửi đến hộ dân vẫn tính đúng, tính đủ nếu xài quá công suất điện mặt trời, vậy vì sao khi điện lưới “nuốt” điện dư của dân thì ngành điện lại trì hoãn việc lắp đồng hồ hai chiều để đo đếm?
